280.13 AFFIRMATIVE ACTION.
   (a)   Policy. It is the policy of the City to extend equal employment opportunities to all employees of the City and to all applicants for employment who meet the established qualifications and employment requirements, regardless of race, religion, color, sex, handicap, national origin or age.
   (b)   Program. The Mayor is directed to prepare, and reduce to writing, a program implementing a policy of equal employment opportunity for the City. Such program shall provide for the dissemination of the City's policy of equal employment opportunity, the designation of specific personnel to implement and maintain equal opportunity employment plans, and the procedure for recruitment, selection, employment, promotion and discipline of all employees.

   (c)   Minority Businesses. There is hereby adopted an Affirmative Action Program for Minority Business Enterprises pursuant to the guidelines established by Executive Order No. 11625 (36 F.R. 190/67). A copy of such Program is on file at the office of the City Clerk and the offices of the Redevelopment Authority of the City and has been forwarded to the Department of Housing and Urban Development, Pittsburgh, Pennsylvania.

   (d)   Equal Employment Opportunity. There is hereby adopted an Affirmative Action Program which provides equal employment opportunity to all qualified applicants, regardless of race, sex, color, religion, national origin or disability, and includes the disabled nondiscrimination grievance procedure. The purpose of such Program is to ensure that equal opportunity for employment, for advancement in employment and for continuation of employment is afforded to every citizen and employee regardless of race, color, religion, origin, age or disability. A copy of such Program, which is attached to original Resolution 231-92, passed September 23, 1992, and of all amendments thereto, are made a part of this section by reference. A copy shall also be on file in the office of the City Clerk for inspection by the public during regular office hours, from 9:00 a.m. to 5:00 p.m.
