280.11 COMPENSATION.
   (a)   All employees hired by the City Manager on an hourly rate for the performance of duties in any specific pay range shall be paid in accordance with that pay range. However, in the event that any employee in a higher pay range is called for duty and is assigned work in a lower pay range, he shall be paid in the following manner:
      (1)   If such employee works four hours or more in his regular pay range each day, he shall be paid at an hourly rate set forth in such pay range for the entire day of work.
      (2)   If such employee works four hours or less each day in his regular pay range and not more than four hours in a lower rated pay range, he shall be paid an hourly rate for four hours at the higher pay range and four hours at the rate prescribed for the lower pay range.
      (3)   In the event that such employee is called for work and is assigned work in a lower pay range, he shall receive each day the hourly wages as set forth in paragraph (2) hereof.
      (4)   In the event that any employee is called for work and assigned work in a pay range higher than that under which he was employed by the City Manager, he shall be paid at the higher rate for such time as he works in such higher pay range, but in no case shall he be paid for less than four hours at the higher rate.

   (b)   Beginning January 1, 1979, the monthly salaries and hourly wages of the Budget Analyst, City Engineer, Superintendent of Parks, City Manager’s Secretary, City Clerk and Legislative Aide, all being nonunion employees actively on the payroll of the City, payable biweekly during the year 1979, shall be as budgeted.

   (c)   Beginning January 1, 1985, the monthly salaries and hourly wages of the City Clerk, the Deputy Director of Public Works and the Street Superintendent, actively on the payroll of the City, payable biweekly during the year 1985, shall be as budgeted.
