280.08  COMPULSORY RETIREMENT; EXCEPTIONS.
   (a)    All City employees, including those covered by civil service, shall be subject to compulsory retirement upon reaching the age of sixty-five years.
   (b)    Any employee reaching the age of sixty-five years shall be retired at the end of the month in which his sixty-fifth birthday falls.
   (c)    Council may, upon its own motion, extend the service of any City employee whom it appoints and who is over sixty-five years of age, for a period or periods beyond the date set forth herein. Each period shall not exceed six months and may be further extended for like periods upon motion duly approved by Council. These extensions shall only be granted by Council in cases where the person so extended is, in the opinion of Council, necessary and essential to the effective operation of the City.
   (d)    The City Manager may, at his option, make recommendations to Council requesting the extension of the service of any employee beyond the compulsory retirement age and the service of such employee, following recommendation and the approval of Council, shall be extended for a period or periods as set forth herein. The length of the extension shall be set by Council at the time the extension is approved. These extensions shall only be approved by Council where, in its opinion, the person whose employment is to be extended beyond age sixty-five is necessary and essential to the effective operation of the City.
