The Commission shall be funded through voluntary donations. In addition, the City may, on an annual basis, provide appropriate funding for Commission projects. The Commission shall, on or before December 1st of each year, provide to Council, a detailed report of all its receipts and expenditures for the then current fiscal year, as well as any request for funding during the ensuring fiscal year. The Commission may not pledge the credit or taxing power of the City, and the City shall not be liable for the payment of principal, interest, late charges, or penalties on obligations of the Commission.
