Authorities
   EDITOR'S NOTE: This chapter has been established to provide a synopsis of legislation relating to the creation of authorities by Council.
   Sanitary Authority. The Sharon Sanitary Authority was created under The Municipality Authorities Act of May 2, 1945 (P. L. 382), as amended, and by Ordinance 35-60, passed July 19, 1960. The Authority shall establish, construct, operate, maintain and repair a sewerage system or sewerage systems in the City of Sharon or adjacent municipalities.
   Recreation Authority. The Sharon Recreation Authority was created under the provisions of The Municipality Authorities Act of May 2, 1945 (P. L. 382), as amended, and by Ordinance 34-61, passed August 16, 1961. The Authority was subsequently repealed by Ordinance 01-21, passed February 17, 2021.
   Parking Authority. The Sharon Parking Authority was created under the provisions of The Parking Authority Law of June 5, 1947 (P. L. 458), as amended, and by Ordinance 1350, passed January 15, 1951. Ordinance 17-74, passed July 24, 1974, amended Ordinance 1350 by amending the Articles of Incorporation of the Authority to extend the term of existence of such Authority for fifty years. Ordinance 31-79, passed November 14, 1979, repealed Ordinance 1350 and directed the dissolution and termination of the Authority.
   Water Pollution Control Authority. The Upper Shenango Valley Water Pollution Control Authority was created under The Municipality Authorities Act of May 2, 1945 (P. L. 382), as amended, and by Ordinance 11-71, passed June 16, 1971. The Authority was organized as a Joint Authority with the Borough of Sharpsville and the Townships of Hickory and South Pymatuning.
   Industrial Development Authority. The Sharon Industrial Development Authority was created under the Industrial Development Authority Law of August 23, 1967, as amended, and by Ordinance 7-71, passed April 14, 1971. Ordinance 29-72, passed November 29, 1972, amended Ordinance 7-71 by increasing the number of members of the Authority Board to fifteen, and Resolution 54-17, passed September 21, 2017, amended Ordinance 29-72 by decreasing the number of members of the Authority Board to five. The articles of incorporation of the Authority were amended by Ord. 10-19, passed September 12, 2019.
   Redevelopment Authority. The Redevelopment Authority of the City of Sharon was created by the Act of Assembly designated as the "Urban Redevelopment Law" of May 24, 1945 (P. L. 991), as amended, and by Resolution 8-52, passed January 22, 1952.
   Sharon Regional Health System Authority. The Sharon Hospital Authority was created under the Municipality Authorities Act of May 2, 1945 (P.L. 382), as amended, and by Ordinance 4-79, passed January 24, 1979. The Authority, under the terms of the Act of May 2, 1945 (P.L. 382), as amended, and Ordinance 4-79, shall acquire, hold, construct, improve, maintain, own and lease, either in the capacity of lessor or lessee, land and buildings to be devoted for use as hospital facilities as set forth and defined in plans dated April 18, 1978, for the renovation of Sharon General Hospital on land presently owned by Sharon General Hospital in Sharon, Pennsylvania, and to take over by transfer or assignment any contract which may be assigned to it for any of the foregoing purposes.
   Ordinance 25-92, passed October 29, 1992, changed the name of the Authority to the Sharon Regional Health System Authority, extended the terms of its existence for fifty years from the date of Ordinance 25-92 and changed the statement of the purpose of the Authority by eliminating any boundaries within which the Authority shall operate, own or acquire property.
