The Operations Officer shall be appointed by the City Manager and be responsible for the performance of the following duties:
(1) To be the acting Chief of Police in the absence of the Chief of Police;
(2) To supervise and be responsible for the performance of all divisions within the department, perform all police related duties assigned to him by the Chief of Police.
