Council hereby requests authorization to participate in State Department of General Services (DGS) contracts for the procurement of supplies, services or construction, subject to the following conditions:
(a) Council agrees to be bound by such contract terms and conditions as the DGS may prescribe; and
(b) Council agrees to be responsible for payment directly to the contractor under each contract for such supplies, services or construction.
