When bidding is required pursuant to Article X of the Home Rule Charter the following shall apply:
(a) Council shall require a bid bond or other suitable security guaranteeing the execution of a contract within thirty (30) days after its award;
(b) Council shall require a performance bond and a labor and materialmen's bond, or such other adequate security as it deems appropriate, in the amount of 100% of the contract price when the contract involves the construction, erection, installation, completion, alteration, repair of, or addition to, any public work or improvement of any kind whatsoever where the amount of such contract is in excess of one thousand five hundred dollars ($1,500);
(c) Council shall, when a contract involves the construction, erection, installation, completion, alteration, repair of, or addition to, any public work or improvement of any kind whatsoever, require separate specification, and receive separate bids on plumbing, heating, air conditioning and ventilation, electrical, elevators, and all other work to be done;
(d) Council shall require advertisement of the availability of specifications and the solicitation of bids at least once a week for three (3) consecutive weeks in a newspaper of general circulation in the City, and shall not schedule a deadline for the submission of bids until at least the tenth day following the first advertisement;
(e) Council may, in lieu of separate bidding, participate in, and piggy back on, any bid received by the Pennsylvania Department of General Services; the Mercer County Regional Council of Governments; or that of any other municipal entity which solicits bids on materials and supplies in general and substantial conformance with the requirements of this section.
