210.01 RULES FOR CONDUCT OF COUNCIL MEETINGS.
   Council meetings, including workshops, shall be conducted in the following manner:
   (a)   Council shall be called to order by its President, or in his or her absence, the Vice President;
   (b)   The City Clerk shall ascertain the presence of a quorum followed by the pledge;
   (c)   Public comment and questions on agenda items shall be permitted; if a majority of Council determines that there is a significant number of persons wishing to comment, they may limit an individual's comments and question to five minutes, otherwise there will be no time limit;
   (d)   Council shall consider each item on its agenda and each Council member and each department head and the Chief Executive Officer of the City shall be given an opportunity to question and comment without limitation; and
   (e)   Public comment and questions on non-agenda items shall be permitted; if a majority of Council determines that there is a significant number of persons wishing to comment, they may limit an individual's comments and questions to five minutes, otherwise there will be no time limit.
