5-1-8: AUXILIARY POLICE FORCE:
   A.   Appointment: The corporate authority may appoint auxiliary police officers in such number as they from time to time deem necessary.
   B.   Status: Auxiliary police officers shall not be "conservators of the peace" and shall only carry firearms while on duty, with the express written permission of the chief of police, and only after completing the state certified forty (40) hour mandatory firearms training course as provided under 50 Illinois Compiled Statutes 710/2. Auxiliary police officers shall receive training for all equipment used in the performance of their duties prior to use. Documentation of training must be maintained. Auxiliary police officers shall not be considered to be members of the regular police department, and shall not supplement members of the regular police department of the village in the performance of their assigned and normal duties except as otherwise provided herein.
   C.   Identification Symbol: Identification symbols worn by the auxiliary police officers shall be different and distinct from those used by the regular police department.
   D.   Equipment: Uniforms, badges, patches and all other equipment will be approved by the chief of police and acquired at the expense of the individual auxiliary police officer.
   E.   Supervision: Auxiliary police officers shall, at all times during the performance of their duties, be subject to the direction and control of the chief of police of the village of Shannon. Auxiliary police officers will not be paid, or otherwise compensated, by the village of Shannon.
   F.   Powers And Duties: Auxiliary police officers shall only be assigned to perform the following duties in the village:
      1.   To aid or direct traffic within the municipality,
      2.   To aid in control of natural or manmade disasters,
      3.   To aid in case of civil disorder as directed by the chief of police, and
      4.   To administratively enforce violations of the village of Shannon ordinances at the direction of the chief of police or his/her designee.
   G.   Standards: Any person appointed as an auxiliary police officer must meet the following standards:
      1.   Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties.
      2.   Be at least twenty one (21) years of age.
      3.   Pass a medical examination.
      4.   Possess a high school diploma or GED certificate.
      5.   Possess a valid state of Illinois driver's license.
      6.   Possess no prior felony convictions or convictions involving moral turpitude.
      7.   Any individual who has served in the U.S. military must have been honorably discharged.
   H.   Discipline: Auxiliary police officers shall be under the disciplinary jurisdiction of the chief of police. Auxiliary police officers serve at the discretion of the village authorities, shall not have any property rights in the position of auxiliary police officer, and may be removed by the village authorities at any time. Auxiliary police officers shall comply with all applicable rules and general orders issued by the police department. (Ord. 375, 11-3-2015)
