4-1-1: NUISANCES ENUMERATED:
The presence of the following within the Village is declared to be detrimental to the public health, safety, and welfare and constitutes a nuisance:
   A.   Noise: Sound, animals, or things which interfere with the peace or comfort or disturb the quiet enjoyment of any person in the Village.
   B.   Offensive, Dangerous Premises: Anything which is made, permitted, used, kept, maintained, or operated, or any building or any animal that is kept in a manner which is offensive, nauseous, dangerous to life, limb, or property, or detrimental to the health of the persons residing in that area.
   C.   Offensive Matter: Any filthy, foul, or offensive matter, liquid or debris of any kind discharged or thrown into any street, alley, or public place, or on any adjacent lot or ground.
   D.   Stagnant Water: Any lot, ground, or premises within the Village on which stagnant water may be standing so as to become or likely to become foul, putrid, offensive, or detrimental to the health and comfort of persons residing in the vicinity thereof.
   E.   Spoiled Or Diseased Agricultural Products: Any spoiled, tainted, or diseased perishable agricultural commodity. (Ord. 314, 4-4-2006; amd. 2011 Code)
   F.   Landscape And Yard Waste: No brush, weeds, dead or dying trees, stumps, branches, sticks, roots, leaves, grass clippings, landscape materials, hardscape materials or yard waste of any kind shall be kept or deposited on any land, lot, parkway, alley, street or public place within the Village by any person or corporation.
      1.   The Superintendent of Public Works, may authorize the deposit of leaves only, at times, places and in manner to be determined in his or her sole discretion.
      2.   Failure to remove any landscape or yard waste within twenty four (24) hours of being notified to do so by Village officials or employees shall constitute a separate nuisance subject to the penalties provided for herein. (Ord. 388, 6-6-2017)
   G.   Abandoned, Inoperable Vehicles And Equipment: The presence of any abandoned or inoperable vehicles, machinery, boats, trailers or other equipment on land within the Village for a period exceeding ten (10) days. This chapter shall not apply to the premises of a business enterprise operated in a lawful place and manner, other than a residential district, where the presence of the vehicles, machinery, boats, trailers or other equipment is necessary to the operation of said business enterprise.
   H.   Common Law Nuisances: In addition to what is herein declared to be a nuisance, those offenses known to the common law or of the State or Federal Statutes as nuisances may, in case the same exist within the Village, be treated as such and proceeded against as provided in this chapter.
