All the hydrants erected in the village for the purpose of extinguishing fires in the village are hereby declared to be public hydrants, and no person or persons other than the members of the fire protection district and those especially authorized by the village trustees, and then only for the uses and purpose of the fire protection district or in exercise of the authority so delegated by the village trustees, shall open any of the hydrants or attempt to draw water from or in any manner interfere with any of the hydrants.
