1-5-1: ORDINANCES:
   A.   Record Of Ordinances: All ordinances passed by the village board shall, before they take effect, be deposited in the office of the village clerk, who shall record the same in a book to be kept for that purpose, and at the foot of the record of each ordinance so recorded, the clerk shall make a memorandum of the date of the passage and approval, and if published, the date of the publication thereof. The original ordinance shall be filed in the office of the village clerk. (1916 Code § 19-1)
   B.   Effective Date: All ordinances required by law to be published shall take effect ten (10) days after due publication thereof, as required by law and the ordinances of the village, and all ordinances not requiring publication shall take effect from and after their passage, unless otherwise provided therein. (1916 Code § 19-2)
   C.   Publication: Whenever the village board shall cause to be published in book or pamphlet form, any ordinance of the village purporting to have been published by authority of the village board, such publication shall be the only publication necessary to be made of such ordinance, and such pamphlet or book shall have attached thereto the certificate of the village clerk, under the corporate seal, certifying that such pamphlet or book is a true and correct copy of the original ordinance passed by the village board, showing the dates of the passage and approval of such ordinance. Such pamphlet or book, when published and certified, shall be received as evidence of the passage and legal publication of such ordinance as of the dates mentioned in such book or pamphlet in all courts and places without further proof.
