A. Liability Of Officers: No provision of this code designating the duties of any officer or employee shall be so construed as to make such officer or employee liable for any fine or penalty provided for a failure to perform such duty, unless the intention of the village board of trustees to impose such fine or penalty on such officer or employee is specifically and clearly expressed in the section creating the duty. B. Liability For Damages: The recovery and payment of any fine, penalty, or forfeiture for the violation of any provision of this code shall never discharge the person who shall be guilty of such violation from liability to the village for such damages as the village may have sustained on account of such violation, and no such recovery or payment shall ever be construed to be a bar to any suit for the recovery of such damage by the village.
