5-9-3: INTERPRETATION:

This chapter shall be construed according to the fair import of its terms and shall be liberally construed to further the purposes and policy stated in section 5-9-2 of this chapter and the special purpose of the particular provision involved. (Ord. 281, 5-2-2000)
