(A) The City Administrator is hereby authorized to prescribe forms and promulgate rules and regulations to aid in the making of reports, the ascertainment, assessment and collection of said marijuana sales tax and in particular and without limiting the general language of this subchapter, to provide for:
(1) A form of report on sales and purchases to be supplied to all sellers;
(2) The records which sellers providing marijuana and marijuana-infused products are to keep concerning the tax imposed by this subchapter.
