(A) Within 30 days after the effective date of adoption of this chapter or within 30 days after commencing business, whichever is later, each operator of any motel or recreational vehicle/camping park, shall register the motel or recreational vehicle/camping park, with the City Recorder and obtain a transient registration certificate to be at all times posted a conspicuous place on the premises.
(B) The certificate shall, among other things, state the following:
(1) The name of the operator;
(2) The address of the business;
(3) The date upon which the certificate was issued; and
(4) The following statement:
"This Transient Use Registration Certificate signifies that the person named on the face hereof has fulfilled the requirements of this part by registering with the City Recorder for the purpose of collecting from transients, the transient use tax and remitting said tax to the city. This certificate does not authorize any person to conduct any unlawful business or to condone any lawful business in an unlawful manner, nor to operate such businesses without strictly complying with all local applicable laws of the city. This certificate does not constitute a permit."
