§ 95.02 STREETS GENERALLY.
   (A)   The location, width and grade of streets shall be considered in their relation to existing and planned streets, to topographical conditions as they relate to drainage and the operation of the water, sewer systems, to public convenience and safety and their appropriate relation to the proposed use of the land to be served by the streets.
   (B)   The arrangement of streets shall:
      (1)   Provide for the continuation or appropriate projection of existing principal streets in surrounding areas;
      (2)   Conform to the plan for the neighborhood approved or adopted by the Planning Commission to meet a particular situation where topographical or other conditions make continuance or conformance to existing streets impractical;
      (3)   Normally allow a maximum of two accesses regardless of the number of lots or businesses served. If access off of a secondary street is possible, then access should not be allowed onto the state highway. If access off of a secondary street becomes available, then conversion to that access is encouraged, along with closing the state highway access;
      (4)   Discourage new direct accesses to individual one- and two-family dwellings from Highway 62, subject to ODOT (Oregon Department of Transportation) regulations; and
      (5)   Connect minor collector and local residential access streets with surrounding streets to permit the convenient movement of traffic between residential neighborhoods or facilitate emergency access and evacuation. Connections shall be designed to avoid or minimize through traffic on local streets.
      (6)   Off-site street improvements shall be required of the developer(s) when deemed necessary by the city to ensure access streets to and from the planned development are uniform and current to city codes and standards. Such improvements as set forth herein shall be considered necessary for the general use of the property owner(s) of the development, the local neighborhood and the city’s traffic and drainage needs including, but not limited to, grading and surfacing of streets and access ways, installation of facilities to supply domestic water, construction of storm and sanitary drainage and treatment facilities, and other improvements as hereafter set forth.
