§ 50.225 PURPOSE; INTENT.
   The purpose of this subchapter is to provide for the health, safety, and general welfare of the citizens of the city through the regulation of non-stormwater discharges to the municipal separate storm sewer system (MS4) to the maximum extent practicable as required by federal and state law. This subchapter establishes methods for controlling the introduction of pollutants from illicit discharges and connections into the MS4 and the waters of the state per the Clean Water Act and the Indiana Department of Environmental Management’s (IDEM) National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System General Permit (MS4GP). The objectives of this subchapter are:
   (A)   To regulate the contribution of pollutants into the city’s MS4 by any user;
   (B)   To prohibit illicit connections and discharges to the MS4; and
   (C)   To establish legal authority to conduct all inspection, surveillance, and monitoring procedures necessary to ensure compliance with this subchapter.
