The authority for carrying out of any project under the official Thoroughfare Plan by the Board of Public Works and Safety, or otherwise, is subject to the provisions and requirements of I.C. 36-7-5-3 (now known as I.C. 6-9-6.1) or any other appropriate statutes of the state.
