(A) There is an established governmental agency of the city, known as the Seymour Housing Authority.
(B) The Housing Authority shall be managed by a board of seven commissioners, appointed by the Mayor, one of whom must be a resident of a housing project under the jurisdiction of the housing authority. No more than four of the commissioners may be from the same political party.
(C) Each commissioner shall serve for four years from the first day of January after appointment until a successor is appointed and has qualified.
(D) Each commissioner shall reside within the jurisdictional area of the Housing Authority.
