§ 73.65 TOWING; OFFENDER RESPONSIBLE FOR CHARGES.
   In addition to other penalties as may be herein provided for the violation of the parking regulations of this city code, whenever any police officer of the city finds any motor vehicle to be improperly parked, that officer is authorized to require the driver or operator thereof, if available, to move the same, and whenever a police officer finds any unattended motor vehicle improperly parked and in violation of any provision of this code, as hereinbefore or hereinafter set out, or whenever any parked motor vehicle is constituting an obstruction to traffic or the use of the public streets by other members of the public generally, the police officer is authorized to provide for the removal of that vehicle to a convenient garage or other place of parking, provided further that any towing charge or storage charge occasioned thereby shall be the responsibility of, and borne by, the offender or the owner of that motor vehicle.
