§ 73.51 APPLICATION PROCEDURE.
   (A)   Any person who requires a handicapped parking space may apply to the Board of Public Works and Safety on an application issued by the Board.
   (B)   The application shall be delivered to the office of the Mayor of the city. Each application must be submitted annually and will be deemed invalid one year from date of approval by the Board.
   (C)   The Board of Public Works and Safety shall, at a regularly scheduled meeting, review the application for handicapped parking space.
      (1)   The Board of Public Works and Safety shall approve or deny the request after review of:
         (a)   The application;
         (b)   The need of the applicant; and
         (c)   The parking space requested by the Director of Public Works or his or her agent.
      (2)   The Board may also impose its own terms and conditions on the granting of a handicapped parking space. Violation of those terms may result in the revocation of the grant of a handicapped parking space.
   (D)   In the event that the Board of Public Works and Safety denies the request of the applicant for a handicapped parking space, the applicant may appeal the decision to the City Council.
