(A) Tank trucks and other vehicles carrying flammables, shall not be left unattended, either in being parked or being permitted to remain standing, on any public street or thoroughfare within this city.
(B) Further, while loading or discharging flammables, the driver, or his or her assistant, shall remain in attendance with the vehicle, and the attendant thereof shall have with him or her in his or her immediate possession, fire extinguishers of the proper type to restrict fires by liquids or solids contained in that vehicle, being loaded or unloaded.
