All commercial vehicles, as previously defined, all freight-carrying vehicles, excepting only panel and pick-up trucks, and all truck trailers, semi-trailers, tractors, buses, school buses, house cars, or special farm machinery shall not be parked, at any time, within the congested area as hereinafter defined, except while actually loading or discharging freight or merchandise.
