Commercial and freight-carrying vehicles, either of which exceed 5,000 pounds in declared gross weight, or pulling vehicles, shall not be parked overnight upon any public street or other public way in this city, provided that these vehicles may park where flat parking is permitted in the residential districts for a period of not more than one hour in duration.
