§ 73.01 STREET PARKING REGULATIONS.
   The following shall be the general provisions regulating the parking of motor vehicles within the city, as follows.
   (A)   Parking on paved streets with curbs.
      (1)   On streets open for two-way traffic, and not marked for angle parking, motor vehicles shall be parked wholly upon the surface of the street itself, with the right-hand wheels of the vehicle parallel with, and within 12 inches of, the right-hand curb.
      (2)   On streets designated for one-way traffic, vehicles may be parked on either side of the street, with the front wheels of the vehicle parallel with, and within 12 inches of, the curb, with parked vehicles being headed only in the direction of authorized traffic on that one-way street.
   (B)   Parking on paved streets without curbs.
      (1)   On streets open for two-way traffic, and not marked for angle parking, motor vehicles shall be parked wholly off the paved portion thereof, and solely upon the earthen berm, provided that, if there is not any earthen berm adjacent to the paved portion of the street, then and in that event, vehicles shall not be parked upon any grass plot adjacent to the paved portion of these streets.
      (2)   On streets designated for one-way traffic, vehicles shall be parked in accordance with the provisions of division (B)(1) above, except vehicles may be parked on either side of the street as long as the vehicles are headed, when parked, in the direction only of authorized traffic on that one-way street.
   (C)   Painted space lines. Where painted lines are used to designate parking spaces, whether for parallel or angle parking, all vehicles shall be parked wholly within a single parking space and shall not be parked in more than one parking space.
   (D)   Alleys. No motor vehicles shall be parked, or permitted to remain standing, in, over, or upon any alley within the city, excepting only temporarily while actually engaged in loading or unloading merchandise or freight, with the standing, stopping, or parking to be limited to the time necessary only to accomplish those purposes.
   (E)   Time limit. No vehicle shall be parked, or left standing, over, along, or upon any public street within this city for a period in excess of 24 hours, excepting that this prohibition shall not apply to the parking of a passenger motor vehicle, by the owner thereof, in front of his or her own residence, and further provided that this residence is located outside of the congested area as hereinafter defined.
   (F)   Lift stations. No vehicle shall be parked or left standing over, in front of, along, or upon any lift station or facilities associated with a lift station within the city. The city shall erect signage designating such areas as “no parking zones.”
