It shall be unlawful for any person to get on or off, jump on or off, or attempt to get on or off, any locomotive or any railroad car or cars while those locomotives or cars are within the limits of this city, whether the cars are in motion or standing still, excepting persons who are passengers getting on or off those trains, while the trains are stopped for that purpose, and further excepting railroad employees engaged in the performance of their required duties.
