(A) It shall be unlawful for any person in charge of any railroad train to direct the operation thereof, or to so operate the same in a manner so as to prevent the use of any street, sidewalk, or vehicle crossing within this city for the purpose of travel thereon for a period of time longer than ten minutes, except that this provision shall not apply to trains or cars in motion other than those engaged in switching.

(B) It shall be unlawful for any person having charge of a train or locomotive to permit that locomotive, train, or the cars thereof to remain upon the street, alley, or sidewalk crossing for a longer period of time than ten minutes.
