§ 71.121 SNOW EMERGENCY; AUTHORITY AND PROCEDURES.
   (A)   Snow emergency declaration by Mayor. By authority of this subchapter and section, the Mayor of this city be, and is, authorized to declare a snow emergency as hereinafter defined, and further to provide in that declaration, that during the snow emergency, the parking of motor vehicles over, upon, and along designated streets of this city, or portions thereof, may be suspended, and designating public streets, or portions thereof, to be temporarily closed to all vehicular traffic.

   (B)   Snow emergency defined. For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      SNOW EMERGENCY. A period of time, either before, during, or after a snowfall, when in the sound discretion of the Mayor, circumstances warrant the determination that a snow emergency exists, which may be based upon a forecast by the U.S. Weather Bureau that there will be a snowfall to such an extent that vehicular traffic may be expected to be particularly hazardous or congested due to the elements, and during which period of time the parking of motor vehicles could hinder, delay, or obstruct the proper flow of traffic or the proper cleaning, clearing, and removal of snow from the streets in order to make them more safe for public travel.

   (C)   Notice of snow emergency through news media. Where possible, the Mayor in declaring a snow emergency shall give advance notice thereof through all public news media, to include both newspaper and radio, but that snow emergency may be declared by the posting of appropriate signs over and along the streets affected, or by the posting of guards or barricades at the entrances and exits of the public streets so affected, without other advance public notice thereof through the news media.

   (D)   Powers of Mayor during snow emergency. In declaring a snow emergency, the Mayor of this city in his or her declaration through the news media, or by the posting of notices, signs, guards, or barricades, as mentioned above, within his or her sole discretion, may completely close certain public streets or portions thereof to all vehicular traffic, and further, the Mayor, within his or her sole discretion, may temporarily suspend the parking of motor vehicles over, along, and upon the public streets, or portions thereof, for the period of time necessary and during the duration of the snow emergency.

   (E)   Closing and opening streets. During the duration of the snow emergency, and in the same manner as hereinbefore provided, the Mayor, at his or her sole discretion, may reopen streets previously closed, or close streets previously open, or change the restrictions as to the parking of motor vehicles, all as hereinbefore provided.
