It is declared to be in the best interests of the public policy of this city and the citizens thereof, and in furtherance of the public convenience, necessity, and safety, to provide conditions under which the privilege of parking motor vehicles over, upon, and along the public streets of this city may be temporarily suspended, and further, the temporary closing of public streets, or portions thereof, for prescribed purposes may be authorized.
