(A) Requirements as to location of trash containers. All 96-gallon trash toters shall be located in a garage or other out-building on the premises or at the side of the residence or in the backyard of the residence.
(B) Containers in right-of-way restricted. No 96-gallon trash toters shall be placed, kept, stored, or located within the right-of-way of a street or alley; provided, however, that the Director of the Department of Public Works may authorized the location of these containers within the public right-of-way at specified places and times when that location is necessary for the expeditious collection and disposition of trash by the city.
