It shall be unlawful to deposit any garbage, refuse, rubbish, or trash, outside, upon the open ground, or to store the same outside at any other place except in separate containers, as hereinafter required, which containers shall be only located, when outside, as hereinafter provided. Compost bins, standard issue recycling bins and containers issued by private trash haulers shall be permitted provided that they are properly maintained and not a nuisance.
