§ 35.80 CITY PROMOTIONAL FUND.
   (A)   A fund known as the city Promotional Fund is established. The City Council is authorized to budget and appropriate funds from the General Fund or from other funds to the Promotional Fund to pay expenses which are deemed by the Mayor to directly relate to the promotion or betterment of the city.
   (B)   The City Council is further authorized to budget and appropriate funds from the General Fund or from other funds to individual departmental budgets to provide for membership fees for the city and the elected and appointed officials and members of various municipal boards, councils, departments, or agencies in local, regional, state, and national associations of a civic, educational, or governmental nature which have as their purpose the betterment and improvement of municipal operations.
   (C)   The City Council is further authorized to budget and appropriate funds to pay the expenses of duly authorized representatives to attend the meetings and functions of organizations to which the municipality belongs.
