(A) Pursuant to I.C. 36-1-3 et seq., there is now established in the Office of the Clerk-Treasurer a non-reverting fund to be known as the Airport Railroad Maintenance Fund.
(B) This Fund shall be under the control of the Airport Authority of the city, and the Fund shall be more conditioned as follows:
(1) All monies received from the operation and use of the Freeman Field railroad spur shall be deposited therein;
(2) In addition thereto, in case of need for capital expenditures in excess of amounts available from the Fund, the Airport Authority may temporarily deposit in the Fund other sums derived from its general operations, subject to budgetary authorization thereof, and which sums, as so advanced, shall be returned to the regular accounts of the Airport Authority as and when the balance in the Airport Railroad Maintenance Fund is sufficient to permit the return thereof, as aforementioned; and
(3) All disbursements from the Fund shall be on the order of the Airport Authority and payable by the City Clerk-Treasurer upon presentation of proper claims, approved as other claims of the Airport Authority are approved.
