§ 35.16 LEAGUE FEE ASSESSMENT FUND.
   (A)   There is now established in the Office of the Clerk-Treasurer of the city a non-reverting fund known as the Parks and Recreation Department League Fee Assessment Fund, pursuant to I.C. 36-1-3 et seq. The Fund is to be controlled by the Superintendent of Parks and Recreation and the Parks and Recreation Board.
   (B)   The purpose of the League Fee Assessment Fund is for the collection and deposit of dues, fees, and assessments of any kind or character levied by the Parks and Recreation Department for the various athletic leagues, tournaments, and other events conducted by or under the direction of the Department.
      (1)   The funds are derived from fees, dues, and assessments paid by league participants in athletic events conducted by or under the direction of the Department.
      (2)   Distribution of money from the League Fee Assessment Fund shall be made without the necessity of first obtaining appropriation from the City Council. To make a claim the Parks and Recreation Department will submit to the Clerk-Treasurer of the city a standard claim form as prescribed by the state Board of Accounts.
      (3)   All monies derived from these fees shall be utilized for league expenses, including, but not limited to, scorekeepers, umpires, equipment, awards, supervisors, and supplies.
   (C)   All disbursements from the League Fee Assessment Fund shall be for the purposes stated above. These disbursements shall be made upon the order of the Board of Public Works and Safety and payable by the Clerk-Treasurer upon presentation of proper claims.
