(A) The Clerk-Treasurer is directed to establish a non-reverting fund to be known as the Landfill Cost Fund, which Fund shall be under the control of the Director of Public Works and the Board of Public Works and Safety of the city.
(B) All monies received from commercial garbage pick-up and from special trash and garbage pick-ups, as determined by the Director of Public Works, shall be deposited therein.
(C) All disbursements from the Fund shall be on the order of the Board of Public Works and Safety and payable by the Clerk-Treasurer upon the presentation of proper claims, approved by the Board of Public Works and Safety.
(D) This Fund is established pursuant to I.C. 36-1-3 et seq., Home Rule.
