(A) Authority. The legislative branch of the city is the City Council. The Council shall have exclusive authority to adopt ordinances and appropriate tax monies received by the city, and to perform other necessary and desirable legislative functions.
(B) City Council districts.
(1) Pursuant to I.C. 36-4-6-4, the City Council shall have a total of seven members. Two Council members shall be at-large members elected by voters from the whole city. Five members shall be elected by the voters in districts. The city is hereby divided into five City Council districts, described as follows:
(a) District 1: All of Jackson IE, portions of Redding Seymour City east of Ewing St. and portions of Jackson 2E north of E. Tipton St.
(b) District 2: Portions of Jackson 2E east of Myers St. south of E. Tipton St., east of Bush St., north of Highlawn Ave./E. Brown St., and east of E. Brown St. and Marley Lane; all of Jackson 2W east of S. O'Brien St. to the RR tracks and including all of Parkland Ave. on the south; and portions of Jackson 7 north of E. County Rd. 440N and west of N. County Rd. 975E.
(c) District 3: Portions of Jackson 2E west of Bush St., south of Highlawn Ave./E. Brown St., and west of E. Brown St./Marley Lane, and all of Jackson 3S and Jackson 3N.
(d) District 4: Portions of Jackson 2W, east of O'Brien St. west of the RR tracks and south of R. Pardieck Dr., and all of Jackson 4N, Jackson 4S, and portions of Jackson 7 east of Walnut St. north of E. County Rd. 340N and west of N. County Rd. 850E.
(e) District 5: Portions of Redding Seymour City west of Ewing St., and all of Jackson 5N and Jackson 5E.
(2) The precincts referred to herein are those precincts and precinct boundaries as established by the Board of Commissioners of the county in 2022.
