§ 158.19 PLACEMENT OF UTILITIES.
   No utility company may disturb existing storm drainage facilities without the consent of the city, whose decision may be appealed to the Seymour Board of Public Works. All existing drainage facilities shall have senior rights and damage to said facilities shall result in penalties as prescribed in § 158.27.
