The storage and controlled release rate of excess stormwater runoff shall be required for all new business, commercial and industrial developments, residential subdivisions, planned development, rural estate subdivisions, and any redevelopment or other new construction located within city. Possible exceptions to the requirement are minor subdivisions and parcelization as described in the City of Seymour Subdivision Control Ordinance. The city, after thorough investigation and evaluation, may waive the requirement of controlled runoff for minor subdivisions and parcelization. Additional exemptions regarding the detention requirements are provided under § 158.17(A)(4).
