(A) It is declared to be the policy of the City of Seymour to consider the subdivision of land and subsequent development of the land as subject to control of the city pursuant to the Comprehensive Plan for the orderly, planned, efficient, and economical development of the city.
(B) Land to be subdivided shall be of such character that it can be used safely for building purposes without danger to health or peril from fire, flood, or other menace, and land shall not be subdivided until adequate infrastructure and services exist or are guaranteed in accordance with § 156.42, and proper provision has been made for drainage, water, sewerage, and public facilities such as parks, recreational facilities, streets, and sidewalks.
(C) All modifications of existing and proposed improvements shall conform with and be properly related to the Comprehensive Plan and the standards contained in other applicable ordinances and regulations.
