(A) A contractor shall provide the Building Commissioner, or his or her designee, with proof of insurance and/or a surety bond in an amount set by the Board of Public Works, as it deems appropriate from time to time.
(B) A homeowner, who owns his property, doing the work himself, can be issued the permit without proof of insurance or surety bond. However, any individual doing work on someone else’s property is considered a contractor and is required to have the items listed in division (A).
(C) A homeowner obtaining the permit for the contractor is a prohibited act because the contractor may not be bonded, licensed, or qualified.
(D) The contractor or property owner should bring two sets of drawings when visiting the Building Commissioner’s Office to fill out a permit application. All drawings must be to scale so that the Building Commissioner can be sure of setback compliance.
(E) Violations of this section may be enforced by a stop work order issued by the Building Commissioner, or his or her designee. In addition the Board of Public Works shall have the authority to fine the offender in the amount of $250 for noncompliance.
