A permit shall be obtained before beginning construction, alteration, repair, or demolition of any building or structure, and prior to construction for permanently installed swimming pools (both in-ground and above-ground), permanently installed spas and all fences that are four feet high or higher. Application for a permit shall be made using forms furnished by the Building Commissioner, and all fees required by this chapter shall be paid to the Clerk-Treasurer.
