The purposes of the tax abatement program offered within economic revitalization areas of the city are best served by allowing the deduction claimed by taxpayers when causes beyond the reasonable control of the property owner are preventing realization of the benefits identified in the statement of benefits, and the City Council intends to issue a benefit performance waiver certificate in those cases unless information provided to the City Council suggests that incorrect information was intentionally provided in the statement of benefits submitted to and approved by the City Council for the project.
