In addition to the provisions of § 150.23 above, amendments may be initiated as follows.
(A) The City Council may direct the Plan Commission to prepare an amendment to the Thoroughfare Plan, as desired, and the Commission shall submit the amendment to a public hearing within 60 days of this request. Not later than 30 days following the public hearing, the Commission shall submit its report on the amendment to the City Council.
(B) The owners of 50% or more of the area of property abutting upon a street may petition the city Plan Commission requesting an amendment to the Thoroughfare Plan.
