(A) The City Council and the Board of Public Works and Safety shall be guided by, and give consideration to, the general policy and pattern of street development set out in the Thoroughfare Plan in the authorization construction, alteration, relocation, or abandonment of the public streets, highways, and related structures.
(B) Subject to the standards of this code being met, the Commission shall attempt to enforce and regulate each proposed development as much as possible to the convenience of the developer. Grievances of remonstrators shall be considered to see if this grievance is in truly the best interest of planning and public streets, highways, and related structures.
