The impact of storm water runoff from all developed or developing territory located within the city, or within the boundaries of the municipal sewage utility system (SMSU), should be considered in public or private projects alike within the city or SMSU by weighing the risks, benefits, and costs to the property owners affected and the general public as a whole.
