§ 117.99 PENALTY.
   As to a person who violates this chapter:
   (A)   The Building Commissioner may levy and collect a civil penalty against a person violating this chapter.
   (B)   The person is subject to a written warning for the first violation and immediate removal and storage of the motor vehicles offered for sale by the Building Commissioner.
   (C)   For a subsequent violation may be fined in an amount no less than $250 nor more than $2,500, as well as any towing and storage costs incurred by the city.
   (D)   The person is also liable for the city’s attorney’s fees and litigation costs and expenses for enforcement of this chapter.
   (E)   The civil penalty and associated costs and expenses are due within ten days after levy by the Building Commissioner.
   (F)   Each violation of this chapter is considered a separate offense.
