§ 114.09 RECORD KEEPING.
   Every person, firm, or corporation licensed to conduct, maintain, use, or operate a junk yard, junk facility, or junk place, shall keep a book in which shall be legibly written in ink at the time of purchasing, taking, or recovering of any goods, articles, or things, and preserve an accurate account and description in the English language of the goods, articles, or things purchased, taken, or received, the amount of money paid therefor, the time of purchasing, taking, or receiving the same, and the name, age, and residence of person selling or delivering the same, which book shall be open to the inspection of any member of the city Police Department at any time on demand; provided further, that the provisions of this section shall not apply to the purchase of old newspapers, paper, and other paper products.
