Any person, firm, or corporation desiring to establish, use, maintain, conduct, or operate any junk yard, junk facility, or junk place, within the city, shall make written application, upon forms prescribed by the Board of Public Works and Safety of the city, to the City Clerk-Treasurer, for a license so to do, tendering with this application, the annual license fee as hereinafter prescribed.
